• 一、为贯彻落实科学发展观和城乡统筹精神,全面反映我国城乡市政公用设施建设与发展状况,方便国内外各界了解中国城乡建设全貌,我们编辑了《中国城乡建设统计年鉴》《中国城市建设统计年鉴》和《中国县城建设统计年鉴》中英文对照本,每年公开出版一次,供社会广大读者作为资料性书籍使用。 二、《中国县城建设统计年鉴2016》根据各省、自治区和直辖市建设行政主管部门上报的2016年及历年县城建设统计数据编辑。全书共分12个部分,包括县城市政公用设施水平、县城人口和建设用地、县城维护建设财政性资金收支、县城市政公用设施固定资产投资、县城供水、县城节约用水、县城燃气、县城集中供热、县城道路和桥梁、县城排水和污水处理、县城园林绿化、县城市容环境卫生。每部分均包含分年度、分地区、分县城数据。 三、本年鉴统计范围为县城1)县政府驻地的镇、乡或街道办事处地域(城关镇);(2)县城公共设施、居住设施和市政公用设施等连接到的其他镇(乡)地域;(3)常住人口在3000人以上独立的工矿区、开发区、科研单位、大专院校等特殊区域。 四、2016年底全国31个省、自治区、直辖市(不含台湾省),共有县1537个。本年鉴统计了1526个县,以及4个已经撤县改区的县和14个特殊区域。新疆生产建设兵团师团部驻地自2016年起不再按县城统计,作为镇级特殊区域纳入村镇报表统计。11个县没有数据,河北省邢台县、沧县,山西省泽州县,辽宁省抚顺县、盘山县、铁岭县、朝阳县,河南省安阳县,新疆维吾尔自治区乌鲁木齐县、和田县等10个县,因与所在城市市县同城,本年鉴不含上述县城数据,数据含在其所在城市中;福建省金门县暂无数据资料。 江西省东乡县、广西壮族自治区柳江县和陕西省户县3个县新改区,仍按县城统计;湖南省望城县已改区,因特殊原因,仍按县城统计。14个特殊区域包括河北省曹妃甸区,黑龙江省加格达奇区,江西省庐山风景区,湖南省南岳区、大通湖区、洪江区,海南省洋浦开发区,云南省昆明阳宗海风景名胜区、昆明倘甸产业园区和昆明轿子山旅游开发区,宁夏回族自治区红寺堡开发区,青海省海北州府西海镇、茫崖行委、大柴旦行委、冷湖行委。 西藏自治区部分县的数据资料不完整。 五、本年鉴数据不包括香港特别行政区、澳门特别行政区以及台湾省。 六、县城统计分组 分类一(按自然地理位置): (1)东部地区:河北、辽宁、江苏、浙江、福建、山东、广东、广西和海南9个省、自治区的城市和直辖市; (2)中部地区:山西、内蒙古、吉林、黑龙江、安徽、江西、河南、湖北和湖南9个省和自治区的城市; (3)西部地区:重庆、四川、贵州、云南、西藏、陕西、甘肃、宁夏、青海和新疆10个省、自治区的城市和直辖市。 分类二(按区域经济带1): (1)东部地区:河北、辽宁、江苏、浙江、福建、山东、广东和海南8个省的城市和直辖市; (2)中部地区:山西、吉林、黑龙江、安徽、江西、河南、湖北和湖南8个省的城市; (3)西部地区:内蒙古、广西、重庆、四川、贵州、云南、西藏、陕西、甘肃、宁夏、青海和新疆12个省、自治区的城市和直辖市。 分类三(按区域经济带2): (1)东部地区:河北、江苏、浙江、福建、山东、广东和海南7个省的城市和直辖市; (2)中部地区:山西、安徽、江西、河南、湖北和湖南6个省的城市; (3)西部地区:内蒙古、广西、重庆、四川、贵州、云南、西藏、陕西、甘肃、宁夏、青海和新疆12个省、自治区的城市和直辖市; (4)东北三省:辽宁、吉林、黑龙江3个省的城市。 七、本年鉴中“一”表示本数据不足本表最小单位数。 八、本年鉴中部分数据合计数或相对数由于单位取舍不同而产生的计算误差,均没有进行机械调整。 九、由于县城建设统计工作基础比较薄弱,年鉴数据难免存在问题,欢迎读者提出改进意见,共同促进县城建设统计发展。1.Under the guideline of the Scientific Outlook on Development and in line with the efforts to promote thecoordinated urban and rural development,China Urban-Rural Construction Statistical Yearbook,China UrbanConstruction Statistical Yearbook and China County Seat Construction Statistical Yearbook are published annuallyin both Chinese and English languages to provide comprehensive information on urban and rural service facilitiesdevelopment in China.Being the source of facts,the yearbooks help to facilitate the understanding of people fromall walks of life at home and abroad on China's urban and rural development. 2.2016 China County Seat Construction Statistical Yearbook is complied based on statistical data on CountySeat construction in year 2016 and past years that were reported by construction authorities of provinces,autonomous regions and municipalities directly under the central government.This yearbook is composed of 12parts,including 1.Level of County Seat Service Facilities,2.County Seat Population and Construction Land,3.Revenue and Expenditure of County Seat Maintenance and Construction Fund,4.Fixed Assets Investment inCounty Seat Service Facilities,5.County Seat Water Supply,6.County Seat Water Conservation,7.County Seat Gas,8.County Seat Central Heating,9.County Seat Roads and Bridges,10.County Seat drainage and Waste WaterTreatment,11.County Seat landscaping,and 12.County Seat Environmental Sanitation.In each part,the data isclassified by year,by region and by county. 3.Scope of the data collected from the survey covers county seat areas:(1)towns and townships where countygovernments are situated and areas under the jurisdiction of neighborhood administration;(2) other towns(townships) connected to county seat public facilities,residential facilities and municipal utilities;(3) special areaslike independent industrial and mining districts,development zones,research institutes,and universities andcolleges with permanent residents of 3000 and above. 4.There were a total of 1537 counties in all the 31 provinces,autonomous regions and municipalities(excluding Taiwan Province) across China by the end of 2016.In the Yearbook,data are from 1526 counties,aswell as 4 removed counties,14 special zones.Starting from 2016,the stations of the divisions of XinjiangProduction and Construction Corps have no longer been listed as county seat.Instead,they have been categorizedas township-level special district and the related data have been included in the rural construction statistics.Data of11 counties are not included,for example,data from 10 counties including Xingtai and Cangxian County in HebeiProvince,Zezhou County in Shanxi Province,Fushun,Panshan,Tieling,and Chaoyang County in LiaoningProvince,Anyang County in Henan Province,and Urumqi and Hetian County in Xinjiang Uygur AutonomousRegion are included in the statistics of the respective cities administering the above counties due to the identity ofthe location between the county seats and the cities;data on Jinmen County in Fujian Province has not beenavailable at the moment. Data from 4 counties including Dongxiang County in Jiangxi Province,Liujiang County in GuangxiAutonomous Region,Huxian County in Shannxi Province,and Wangjiang County in Hunan Province are stillincluded in the Part of Count Seats as these counties have been removed to become districts or cities. 14 special zones include Caofeidian in Hebei Province,Jiagedaqi in Heilongjiang Province,Mount LushanScenic Spot in Jiangxi Province,Nanyue District,Datong Lake District and Hongjiang District in Hunan Province,Yangpu Development Zone in Hainan Province,Kunming Yangzonghai Scenic Spot,Kunming Tangdian IndustrialPark and Kunming Mount Jiaozi Tourism Development Zone in Yunnan Province,Hongsibao Development Zonein Ningxia Autonomous Region,and Xihai Town and Mangya,Dachaidan and Lenghu Administrative Commissionin Haibei Prefecture of Qinghai Province. Data on some counties in Tibet Autonomous Region are incomplete. 5.This Yearbook does not include data of Hong Kong Special Administrative Region,Macao SpecialAdministrative Region as well as Taiwan Province. 6.Grouping of cities Group one:(by geographic location) East China:Cities in 9 provinces,autonomous regions and municipalities,which are Hebei,Liaoning,Jiangsu,Zhejiang,Fujian,Shandong,Guangdong,Guangxi,and Hainan Central China:Cities in 9 provinces and autonomous regions which are Shanxi,Inner Mongolia,Jilin, Heilongjiang,Anhui,Jiangxi,Henan,Hubei,and Hunan West China:Cities in 10 provinces,autonomous regions and municipalities which are Chongqing,Sichuan,Guizhou,Yunnan,Tibet,Shaanxi,Gansu,Ningxia,Qinghai,and Xinjiang Group two:(by regional economic zone 1) East China:Cities in 8 provinces and municipalities which are Hebei,Liaoning,Jiangsu,Zhejiang,Fujian,Shandong,Guangdong,and Hainan Central China:Cities in 8 provinces which are Shanxi,Jilin,Heilongjiang,Anhui,Jiangxi,Henan,Hubei,andHunan West China:Cities in 12 provinces,autonomous regions and municipalities which are Inner Mongolia,Guangxi,Chongqing,Sichuan,Guizhou,Yunnan,Tibet,Shaanxi,Gansu,Ningxia,Qinghai,and Xinjiang Group three:(by regional economic zone 2) East China:Cities in 7 provinces and municipalities which are Hebei,Jiangsu,Zhejiang,Fujian,Shandong,Guangdong,and Hainan Central China:Cities in 6 provinces which are Shanxi,Anhui,Jiangxi,Henan,Hubei,and Hunan West China:Cities in 12 provinces,autonomous regions and municipalities which are Inner Mongolia,Guangxi,Chongqing,Sichuan,Guizhou,Yunnan,Tibet,Shaanxi,Gansu,Ningxia,Qinghai,and Xinjiang Northeast China:Cities in 3 provinces which are Liaoning,Jilin,and Heilongjiang 7.In this yearbook,"—"indicates that the figure is not large enough to be measured with the smallest unit inthe table. 8.The calculation errors of the total or relative value of some data in this Yearbook arising from the use ofdifferent measurement units have not been mechanically aligned. 9.Faults inevitably exist in the data of the Yearbook due to the weak foundation of the data-collection work oncounty construction.Readers' comments on how to make improvement are welcomed in order to jointly promotethe work related to county construction statistics.
